Tender on the way: Torrevieja to renew its entire fleet with hybrid and electric buses
With this new fleet of non-fossil fuel vehicles, the City Council will be able to count on a grant of 3,421,700 euros from the Ministry of Transport, Mobility and Urban Agenda, within the framework of the Recovery, Transformation and Resilience Plan, if it meets the deadlines.

The Torrevieja City Council is putting out to tender the purchase of 32 buses with which it intends to renew the entire fleet, with a base tender price of 16 million euros (VAT included).

Once purchased, they will be handed over to the company awarded the contract for the urban transport service. The new fleet will consist of hybrid and electric vehicles.

At present, the urban transport service is provided without a contract. It is done through an extension of the agreement that the City Council signed with the company Autocares Costa Azul, the holder of the intercity concession in which all the urban transport lines of Torrevieja were included.

In order to have a service in which there are lines that run entirely within the municipality of Torrevieja, the government team has opted for the option of acquiring the vehicles and tendering the provision of the service on the other hand instead of doing everything with the same contract.

With this new fleet of non-fossil fuel vehicles, the City Council will be able to count on a grant from the Ministry of Transport, Mobility and Urban Agenda (MITMA), within the framework of the Recovery, Transformation and Resilience Plan, of 3,421,700 euros as part of the aid to municipalities for the implementation of low emission zones and the digital and sustainable transformation of urban transport, if it meets the deadlines.

The services that can be subsidised are the purchase of electric vehicles, the purchase and installation of charging units for electric vehicles, the complete digitalisation of the urban transport service and the transformation of existing stops and the central interchange.

According to the technical specifications, in terms of the fleet, four vehicles must be electric and 28 hybrid.

The proposed report of the works, services and supplies contracting department reflects that the four electric buses will have to be the first to be supplied, with a maximum period of ten months.

This will be followed by ten hybrid vehicles within a maximum period of twelve months – from the signing of the contract – and the remaining 18 hybrid buses within 18 months.

As for the contract for the provision of the service, the company awarded the contract, which has not yet been published, will be responsible for the management, drivers, inspectors, mechanics and a parking space for the buses while they are not on duty. This contract will initially be for five years, which can be extended, according to Alicante Plaza.
